TITLE
Southwestern Pennsylvania - Local Governing Board Elections 2009
ABSTRACT
The data was collected from the municipalities websites by the Local Government Academy. 3rc then assigned a level of "competition" to the data.

Competiveness methodology:
Competitiveness was determined by comparing the total number of primary candidates and the number of available local governing board (excluding mayor) seats.
-Competitive: Election has at least 2 times the number of candidates as there are available local governing board seats.
-Less Competitive: The number of candidates is less than 2 times the number of available local governing board seats, but greater than the total number of available seats.
-Non-Competitive: The number of candidates are less than or equal to the number of available local governing board seats, but greater than zero.
-Zero: No candidates running for available local governing board seats.
-N/A: No available local governing board seats to run for.
